USPS Peak Surcharge Starts Oct 4. Here's What You Pay
The holiday fee is not a rumor. It is a filed, dollar-for-dollar add-on — and it stacks on top of the 8% USPS transportation increase that has been in place since April.
Yes. Pending Postal Regulatory Commission review, USPS will add a temporary peak-season charge to Priority Mail, Priority Mail Express, Ground Advantage, and Parcel Select starting 12:00 a.m. CT on October 4, 2026. The extra fee lasts until 12:00 a.m. CT on January 17, 2027. First-Class letters, Media Mail, and marketing mail are not in this filing. Retail add-ons start at $0.50 for a light, nearby package and reach $20.80 for a heavy Priority Mail Express shipment going far. FedEx already published its own demand fees, some of which start September 28.
The customer who thought "holiday rates" meant next year
A small seller walked in last week with a stack of 4-pound boxes headed to California. They had priced the season off a July screenshot. That screenshot did not include the October 4 add-on, and it did not include the 8% transportation bump that has been sitting on those same services since April 26, 2026.
The boxes still ship. The quote is just wrong until someone reruns it after October 4. That is the whole problem with peak season: the base rate you remember is not the rate that prints on the label.
What USPS actually filed
On August 25, 2026, USPS told the public it had filed a temporary holiday price change with the Postal Regulatory Commission under docket CP2026-10. The official news release is here: USPS peak-season announcement.

- Priority Mail
- USPS Ground Advantage
- Parcel Select
Not affected:
- First-Class Mail
- Media Mail
- Marketing Mail
- Periodicals
- Bound Printed Matter
USPS describes the change as an average 6% seasonal adjustment, on top of the separate 8% transportation-related increase that began April 26, 2026 and also runs through January 17, 2027. Those two charges overlap for the entire peak window.
Until the PRC finishes review, treat the numbers below as filed — not as a final printed rate card. We will update this page if the Commission changes the filing.
Retail add-ons you will see at the counter
These are the extra dollars USPS listed for walk-up / retail customers. They sit on top of the rate you already pay.

A Medium Flat Rate Box going across the country still looks "flat." During peak it is $1.00 more than the same box on October 3.
Commercial add-ons if you ship through an account
If you print labels from a commercial account or a shipping platform, the filed extras are a little lower than retail.
Priority Mail and Ground Advantage, Zones 1–4:
- 0–3 lb (and cubic tiers 1–3): +$0.40
- 4–10 lb: +$0.65
- 11–25 lb: +$1.05
- 26–70 lb and oversized: +$3.15
Priority Mail, Zones 5–9:
- 0–3 lb: +$0.85
- 4–10 lb: +$1.75
- 11–25 lb: +$3.85
- 26–70 lb: +$9.10
Ground Advantage, Zones 5–9:
- 0–3 lb: +$0.55
- 4–10 lb: +$1.05
- 11–25 lb: +$1.75
- 26–70 lb and oversized: +$7.70
Parcel Select (commercial):
- 0–3 lb: +$0.40
- 4–10 lb: +$0.50
- 11–25 lb: +$0.80
- 26–70 lb and oversized: +$2.35
Priority Mail Express commercial extras still climb to +$18.20 on a 26–70 lb zone 5–9 piece. That is the number that surprises people who only remember the $0.40 light-package line.
FedEx demand fees start earlier than USPS
FedEx does not use the phrase "peak surcharge" the same way. It publishes Demand surcharges (page updated September 4, 2026).
What matters for most walk-in shippers:
- Additional Handling, Oversize, and Ground Unauthorized Package demand fees begin September 28, 2026.
- Most Express, Ground Residential, Home Delivery Residential, and Ground Economy demand fees begin October 26, 2026.
- The highest published window is November 23 through December 27, 2026.
- Fees step down December 28, 2026 through January 17, 2027.
Published residential Ground / Home Delivery demand fees:
- Early / late peak: $0.50 per package
- Core holiday window (Nov 23–Dec 27): $0.80 per package
Ground Economy demand fees in the same windows are $2.55, then $4.05, then $2.55. Additional Handling demand fees hit $11.85 in the core window. Oversize demand fees hit $117.25. Those last two are why a "slightly awkward" box can cost more than the product inside it in December.
UPS has not published a 2026–27 holiday demand table as of this writing. Do not copy last year's UPS numbers onto this year's labels.
What this means in real boxes, not averages
Averages hide the bill. Here is how the USPS retail extras actually show up.
A 2 lb gift to Seattle (Zone 1–2)
Ground Advantage or Priority Mail: +$0.50. Annoying, not fatal.
A 6 lb box to California (Zone 5-ish from Monroe)
Priority Mail: +$2.10. Ground Advantage: +$1.40.
A 15 lb care package to the Midwest
Priority Mail: +$4.30. That is the one that turns a "I'll just use Priority" habit into a comparison at the counter.
A 30 lb part going far on Express
Priority Mail Express, Zones 5–9: +$20.80 on top of an already expensive label. If the deadline is real, pay it. If the deadline is "nice to have," do not.
The 8% April transportation increase is already in the base. The October add-on is extra. If you only model one of them, your holiday budget is short.
Ways people try to dodge the fee — and what actually works
Ship before October 4.
This is the only clean dodge for the USPS peak add-on. A label printed and accepted on October 3 uses the pre-peak card. A label printed October 4 does not. If you have inventory ready, move the early gifts now.
Switch to First-Class or Media Mail.
First-Class letters and Media Mail are outside this filing. First-Class only works for actual correspondence and very light pieces. Media Mail only works for qualifying books and media — and USPS can inspect it. Do not hide merchandise in either service.
Use a Flat Rate box.
Flat Rate still gets a peak extra ($1.00, or $2.10 for the Large box). It can still win when the box is heavy and going far. Measure before you assume.
Switch carriers.
Sometimes FedEx Ground beats USPS after the USPS add-on. Sometimes it does not, because FedEx adds its own demand fee and a residential delivery charge. The only honest answer is a same-day comparison on the actual box.
Print at home and drop off.
Drop-off does not remove the surcharge. It only removes a counter wait. Prepaid FedEx, USPS, and DHL drop-offs are still welcome here.
Wait and hope UPS is cheaper.
Possible. Not knowable until UPS publishes. Price the box when you have the box, not from a blog table.
A simple decision order for October through January
- Weigh and measure the box. Dimensional weight still applies — USPS moved its divisor to 139 in July 2026.
- Ask whether the piece can legally travel as First-Class correspondence or Media Mail. If yes, start there.
- Quote USPS Priority Mail or Ground Advantage with the peak extra included.
- Quote FedEx Ground or Express on the same box, including the published demand fee for that week.
- If the destination is international, ignore this entire USPS peak table. Peak extras above are domestic competitive parcels only.
- If two quotes are within a dollar, pick the cutoff time you can actually hit.
That last point matters more than the surcharge. A cheaper label that misses the truck is an expensive label.
FAQ
Is the October 4 change final?
It is filed and governor-approved. It still needs a favorable PRC review. Use the filed numbers for planning. Confirm the printed rate on the day you ship.
Does this apply to letters and Christmas cards?
No. First-Class Mail is not in the filing.
Does the 8% April increase go away when peak starts?
No. USPS said that transportation-related increase also runs through January 17, 2027. Peak stacks on top of it.
Can I avoid the fee by dropping the package at The Mail Station instead of the Post Office?
No. The fee is on the service, not the lobby.
When should I ship holiday gifts from Monroe?
If the gift can leave before October 4, send it. If it cannot, budget the extra dollars and watch carrier cutoffs in early December. We post cutoff reminders at the counter as carriers publish them.
Will FedEx be cheaper after October 4?
Sometimes, especially on heavier zone 5–9 boxes. Compare the live quotes. Do not assume last November's winner is this November's winner.
Checklist before you print a holiday label
- Confirm the ship date is before or after October 4
- Confirm the service is one of the four affected USPS products
- Add the correct zone/weight extra from the tables above
- Remember the April 8% increase is already in the base
- Measure for dim weight (divisor 139)
- Check FedEx demand fees if the box is odd-sized or residential
- Do not copy a UPS peak number until UPS publishes 2026–27
- Leave extra transit days in December even on "2–3 day" services
Bring the box in before the fee hits
If you have gifts, parts, or seller inventory ready now, ship them in September. If you do not, bring the box after October 4 and we will quote USPS and FedEx on the same scale. That is the useful version of "shopping around."
