Peak Season Surcharges 2026: Monroe Holiday Fee Calendar

The holiday fee season is not one date. It is a stack of cliffs — and the first one for odd international boxes is September 21.

For Monroe senders, peak season surcharges 2026 start with FedEx U.S. international Non-standard Demand fees on September 21, 2026 (through February 7, 2027): Demand — Additional Handling $8.80, Demand — Oversize $95.75, and Demand — Unauthorized $200 per package on International Package Services, excluding FedEx International Ground — per FedEx’s official U.S. Non-standard Demand PDF. UPS size/handling demand is widely reported around September 27–January 16. FedEx’s domestic AHS / Oversize / Unauthorized demand window is published as September 28–January 17. Broader service-level demand lands later (about October 25 UPS / October 26 FedEx). DHL Express’s current U.S. important-info notice activates Demand for Time and Day Definite international services October 1, 2026–February 5, 2027.

A small seller walked in last week with three cartons and one question: “When do the holiday fees actually start?” The honest answer is “which fee?” Size fees open first. Residential and air demand follow. International Non-standard Demand opens a week before the domestic size window. If you only remember “late September,” you can miss the international cliff — or over-prepare for a DHL fee that is not the same as FedEx’s.

This post is the calendar overview: when each cliff hits, what it taxes, and where to go for the deep dive. It is not a redo of our domestic packing checklist or the FedEx intl Non-standard solo post. Those stay the how-to pieces. This is the when.

Cliff 1 — Lead With This: FedEx Intl Non-standard Demand (Sep 21)

Official U.S. source: FedEx’s Demand — Non-standard shipment fees PDF (linked from the U.S. demand surcharges page and summarized on rate-changes, updated Sept. 4, 2026).

Footnote that matters: FedEx’s U.S. notice and the PDF both say this Non-standard Demand application excludes FedEx International Ground.

These Demand dollars sit on top of the regular year-round Additional Handling / Oversize / Unauthorized accessorials when those criteria are met. Origin/destination Demand for the lane is a separate line. Regional FedEx PDFs (EU / LAC / MEISA) use the same Sep 21–Feb 7 Non-standard window but different local amounts — do not paste a Europe euro table onto a Monroe export quote.

Quotable fact: FedEx’s own U.S. Non-standard Demand PDF lists $8.80 / $95.75 / $200 per package from September 21, 2026 through February 7, 2027 on International Package Services, excluding International Ground.

Cliff 2 — UPS Size / Handling Demand (~Sep 27)

UPS does not invent a new measuring stick for peak. It layers demand on Additional Handling, Large Package, and Over Maximum packages.

Dates (confirm live): Industry recaps of UPS’s late-August 2026 schedule — including Supply Chain Dive and Value Added Resource — put size/handling demand at about September 27, 2026 through January 16, 2027, with the steepest band around November 22–December 26. Confirm on ups.com/peaksurcharges before you tender anything expensive. This box could not pull a live UPS HTML table at draft time, so treat secondary dollars as planning flags.

Cliff 3 — FedEx Domestic AHS / Oversize / Unauthorized Demand (Sep 28)

Official U.S. source: FedEx demand surcharges (U.S. package Demand table updated July 22, 2026).

FedEx notes that effective Sept. 21, 2026, the Demand — Ground Unauthorized Package Charge is renamed the Demand — Unauthorized Charge. That rename date is the same calendar day as the international Non-standard start — easy to confuse. Domestic size Demand still starts Sep 28 on the U.S. package table.

Notice the dollar overlap: intl Non-standard AHS / Oversize Demand ($8.80 / $95.75) matches the domestic early AHS / Oversize Demand amounts. The Unauthorized lines do not match ($200 intl Non-standard vs $535/$595 domestic Ground Unauthorized). Read the service name on the quote.

Cliffs 6–7 — Service-Level Demand (Late October) — Brief

Size fees punish awkward cartons. Service-level demand punishes ordinary residential and air volume later.

FedEx official early / core / late examples (excluding One Rate where noted):

Enterprise shippers over the 20,000-package weekly threshold can also see a separate Demand — Residential Delivery Charge grid. Most Monroe walk-ins will not live in that table — but sellers who spike in December might. Details and residential framing: UPS & FedEx Residential Surcharges.

DHL — What the Current U.S. Notice Actually Says

DHL Express’s U.S. important information page (live check at draft time) states that Demand Surcharge is being activated:

• Time and Day Definite international services: October 1, 2026 – February 5, 2027
• Time Definite domestic services: November 1, 2026 – December 31, 2026

Earlier in 2026, DHL had posted a February 17, 2026 suspension with language that DHL could reactivate at its discretion. The current U.S. important-info page is an activation notice with the dates above — not an Australia-only rumor pasted onto the U.S. site. Still: amount tables can live on DHL’s surcharge detail pages and can change with notice. Quote the shipment; do not invent a DHL dollar figure here.

USPS — Different Machine, Same Season

USPS does not call it “Demand.” It filed a temporary peak price change for Priority Mail, Priority Mail Express, Ground Advantage, and Parcel Select from October 4, 2026 through January 17, 2027 (PRC review). Full retail tables: USPS Peak Surcharge Starts Oct 4. First-Class letters are outside that filing. International USPS products are not that domestic peak table.

What People Mix Up (And Why It Costs Money)

1. “Peak starts late September” — true for UPS/FedEx size demand. False for FedEx intl Non-standard (Sep 21) and incomplete for service-level demand (late October).
2. “$8.80 / $95.75 means domestic Unauthorized too” — no. Domestic Unauthorized Demand is hundreds of dollars on the FedEx table. Intl Non-standard Unauthorized Demand is $200 on the official NSS PDF.
3. “International Ground gets the Sep 21 Non-standard Demand” — FedEx’s footnote says it does not. Intl Ground can still see domestic-style AHS / Oversize / Unauthorized Demand in the Sep 28 window on some lines — different program.
4. “DHL’s Oct 1 window is only Australia” — do not assume. The U.S. important-info page currently lists Oct 1–Feb 5 for intl Time and Day Definite. Verify the live page the week you ship.
5. “One web weight quote is enough” — peak accessorials love empty air and soft outers. Measure the finished carton.

Decision Order for Monroe Senders

1. Name the service. Domestic Ground? Intl Priority / Economy package? International Ground? DHL Time Definite? The calendar row depends on the answer.
2. Measure the finished outer carton. Longest side, second side, height, cubic inches, length + girth. Round the way carriers bill.
3. Run the size gates before you fall in love with a base rate. Use the packing checklist if you are near 48" / 30" / 10,368 cu in / 17,280 cu in.
4. Put the ship date on this calendar. Before Sep 21 can avoid FedEx intl Non-standard Demand. Before Sep 27–28 can avoid UPS/FedEx size Demand layers. Before Oct 4 can avoid the USPS temporary extras. Late October is when ordinary residential/air demand thickens.
5. Quote with dimensions and packaging type. Read every Demand / AHS / Oversize / Unauthorized line. Final bills can still change after physical scan.

Soft Landing: Measure-Quote, Pack Right, Tender Cleanly

If the carton is odd, valuable, or sitting near a trigger line, bring it in unsealed.

DHL’s current U.S. important-info page activates Demand for Time and Day Definite international services Oct 1, 2026–Feb 5, 2027, and domestic Time Definite Nov 1–Dec 31, 2026. Amounts belong on the live DHL surcharge detail / quote. Earlier 2026 suspension language has been superseded by that activation notice on the U.S. page we checked at draft time.

Checklist Before You Print a Peak Label

• Confirm carrier and service name (esp. International Ground vs package intl)
• Confirm ship date against the quick calendar table
• Measure finished outer dimensions + cubic inches
• Check AHS / Large / Oversize / Unauthorized triggers
• Read Demand lines on the quote (Non-standard vs service-level)
• For USPS domestic parcels after Oct 4, include the temporary peak extra
• For DHL, re-read the U.S. important-info / surcharge page the week you ship
• Leave transit buffer in December even on “2–3 day” services
